Boston Minority Business Ordinance is adopted.
1978
Passed by the Boston City Council, the ordinance sets aside 10% of all city contracts for minority-owned businesses. An executive order increases the percentage to 15% for minority-owned businesses and 5% for women-owned businesses in 1987. After subsequent court rulings strike down such “set aside” programs as unconstitutional, an executive order discontinues the program in 2003.
